Ad Hoc Policy Committee: December 7, 2023

The Ad Hoc Policy Committee meeting for the Ottawa-Carleton District School Board took place on December 7, 2023, with me as chair. Staff brought forward three reports with one recommendation and a Trustee brought forward a notice of motion for discussion.

I voted in favour of the recommendations in Report 23-078, approval of the Amalgamation of Extended Day and Child Care Programs Policies. This report was brought back for action after seeking approval of the recommendations:

  • THAT the proposed amalgamated policy P.035.SCO Extended Day and Childcare Programs, attached as Appendix A to Report 23-078, be approved; and

  • THAT the standing policy P.059.SCO Childcare Programs in Schools, attached as Appendix B to Report 23-078, be rescinded.

These proposed recommendations ensure the effective delivery of all District Extended Day and Childcare Programs that operate outside of the regular school day and comply with the Education Act and the Childcare and Early Years Act. The recommendations were carried and will be brought forward for action at the next board meeting.

I voted in favour of the Notice of Motion, Possible Amendments to Policy P.005.GOV Board Member and Student Trustee Expenses and Support Services. This motion instructs staff to bring forward Policy P.005.GOV Board Member and Student Trustee Expenses and Support Services for review by the Ad Hoc Policy Committee. Included in the motion are possible amendments for consideration. This motion was carried, and we expect to see Policy P.005.GOV Board Member and Student Trustee Expenses and Support Services come to a future Ad Hoc Policy Committee.

As part of the Tier 2 Policy Review which encompasses non-substantive updates to current policies and new policies required by Board motion, legislation or a Ministry Policy and Program Memoranda (PPM) that do not significantly alter policy direction and therefore do not require wide public consultations, Report 23-081, Revisions to Policy P.024 Employee Conflict of Interest was brought forward for discussion. This policy was last updated in 2003 and includes the different circumstances where employees’ conflicts of interest could arise and how they are managed. The revisions proposed in Appendix A align the policy with the writing conventions by staff and the direction included in other Board policies.

Report 23-082, New Strategic Risk Management Policy was brought forward for discussion. This report aims to create a new risk management policy to minimize the risk exposure of the District and the Board, reduce uncertainty, and maximize opportunities for staff and students. This will lead to an improvement in the overall governance and decision-making and enhance our ability to achieve the strategic objectives of the 2023 to 2027 Strategic Plan by reducing business interruptions and enhancing business continuity.
