Ad Hoc Policy Review Committee: June 6, 2024
The Ad Hoc Policy Review Committee meeting for the Ottawa-Carleton District School Board took place on June 6, 2024 with me as chair. Staff brought forward 4 reports with 4 recommendations.
I voted in favour of the recommendations in Report 24-083 on the Approval of Revisions to Policy P.112.CUR Prior Learning Assessment and Recognition for Mature Students. This policy provides guidelines for the implementation of Prior Learning Assessment and Recognition for Mature Students in the Ottawa-Carleton District School Board. The proposed changes include migrating the policy to the new template, affirming the board’s commitment to diversity, and removing the reference documents from the policy body. The recommendations subject to additional revision were carried.
I voted in favour of the recommendations in Report 24-084 on the Approval of Revisions to Policy P.102.CUR Cooperative Education and Experiential Learning. This policy supports Cooperative Education and other forms of Experiential Learning for Ottawa-Carleton District School Board secondary students. The changes proposed include migrating the policy to the new template, affirming the board’s commitment to diversity, and clarifying the screening process of the employers. During the discussion, amendments were brought forward:
An amendment to section 3.3 that the words “to this end” be struck. This amendment was considered friendly.
An amendment to section 4.13 be revised to read as follows: “Expectations for attendance in Cooperative Education Programs should be flexible, adaptive, and reflective of the needs of the student while maintaining high expectations and adhering to the District racking and monitoring responsibilities” was considered friendly.
An amendment to section 3.3 that the entrepreneurship added to the list of pathways. This amendment was considered friendly.
The recommendations as amended were carried.
I voted in favour of the recommendations in Report 24-069 on the Approval of Revisions to Policy P.038.SCO Secondary School Commencement Ceremonies. This report seeks approval for the proposed revisions to Policy P.038 Secondary School Commencement Ceremonies. This policy establishes the guidelines for commencement ceremonies in secondary schools. The changes proposed include migrating the policy to the new template, affirming the board’s commitment to diversity, and delegating the responsibility of commencement ceremonies to the principal. During the discussion, amendments were brought forward:
An amendment to strike section 4.8. This amendment failed.
An amendment with a friendly sub-amendment to add section 4.10 to read as follows: “If a student disagrees with the decision of the principal to exclude them from the commencement ceremony, they may appeal that decision to the superintendent.” This amendment was carried.
An amendment to delete the words “from a Grade 12” from section 4.2. This amendment was carried.
An amendment with a friendly sub-amendment to add the following to section 4.8 to read as follows: “Elementary schools do not hold commencement or graduation ceremonies but may organize age-appropriate school-leaving or transition ceremonies. This amendment was carried.
The recommendations as amended were carried.
During the discussion, a motion was put on the floor to defer Report 24-082 and Report 24-072 to the next Ad Hoc Policy Review Committee on Thursday, June 20 since the Committee was overtime. I voted in favour of the motion to defer the reports to ensure that these reports were given the appropriate time for discussion.
